1.       Outline of the Activities of CFF Malaysia

      Operation of Children’s House (a foster home)

      Department ofyouth development

      Environmentally-sound agriculture

 

In April 2008, CFF Malaysia was officially incorporated as a non-profit organization in Malaysia with the purpose of building a foster home and running it. Concerning Department of youth development and environmentally-sound agriculture, CFF Malaysia has conducted them to operate Children’ House independently. CFF Malaysia has a vision of social model: (1) departure from the conventional way to operate an institution by depending on donations and subsidies or what is called charity model, (2) making an autonomous and sustainable system, (3) making a contribution to communities (villages), and (4) developing our own institution together with the communities surrounding it. Since the beginning, the vision has underlied our enterprise; thus, CFF Malaysia chose a fertile land used as an orchard previously for a planned construction site. Then, it made a ten-year plan to establish the foundation for operation of the institution in a self-sufficiency fashion using natural resources. Now falls on the sixth year in the plan.

 

2.       Outline of the Ten-year Program

2.1.   The Three Points to Maintain Sustainability in Operation of the Foster Home “Children’s House”

      Environment: utilization of renewable energy resources

      Welfare: operation of the institution as a contribution in the society (Environmental-sound agriculture, development of human being, and job training are interlocked.)

      Economy: financially independent operation by effective utilization of the land by means of environmentally-sound agriculture and marketing of products.

 

2.2.   Objectives

      To create a community-based model which enables children to live permanently without anxiety in the way of making a livelihood by utilization of renewable energy resources

      To implement business solutions in a practical manner having the sights set on both the issues in the field of welfare (i.e. charity model or donation-dependent operation of an institution, which takes a passive role in the society and uses children as advertisement) and those of environment (e.g. an issue that less efforts are put in solving destruction of environment in a practical manner and implementing a practical model to take advantage of the values of nature)

      Through agricultural products activities, environment conservation, and welfare outreach activities with cooperation with the surrounding communities, to promote socialization of the institution to have it function as a beneficial producer for the communities and become social resources together with the children, who enter CFF Malaysia are the ones who are not one-way receivers of welfare service

 

2.3.   The Contents of the Activities

The Former Five-year Period (2008-2012)

This period focused on experiment and verification of the means of sustainable operation of the institution from various angles with (1) investment in people, materials and money, (2) basic development of the land, and (3) arrangement to accept the target children in perspective of both hardware(living environment) side and software(welfare ,human being) one.

 

The Past Five Years

The Main Activities

      Purchase of the land, and approbation of our association as a non-profit organization

      Development of the land (making roads, walls, farms, fish farms, bridges, and drainage facilities, etc.)

      Construction of the buildings (an accommodation for volunteer participants, a tentative house for the children, staff rooms, and the office)

      Reception of the target children (entering a new school, training for social adjustment, training to improve their life skills, and other activities)

      Environmentally-sound agriculture (fusion of wisdom of community people and knowledge of experts in cooperation with CFF Malaysia, the government, the villages and other professional associations)

      Implementation of development of the land in the department to develop the youth in work camps and study tours (900 Japanese people and 160 foreigners took part in the activity.)

      Provision of the place for challenged volunteers

      Reception of the dropout youth in a village, and provision of job training and place to work for them

      Production activities (fruits like mangosteens and durians, fish farming, additive-free vegetables like mushrooms, additive-free soap, enzyme, planting of gum trees, and original snacks)

      Building a relationship with communities (the executive committee of charity concert, training to make composts, homestay program, cooperation with Department of Human Services and the other departments, participation in youth activities sponsored by churches, provision of places, etc.)

      Financial arrangements (Supporters of CFF Malaysia in Japan, winning grants from Japan and Germany, holding charity concerts in Malaysia, visiting businesses for CSR, appeal for donations, etc.)

      Reception of interns and volunteers from Japan and other foreign countries

 

The Latter Five-year Period (2013-2018)

     This period aims to complete arrangement to receive the children from the perspective of both hardware and software sides until 2018 with continuous investment in people, materials and money. In this process, continuous evaluation of the past five-year activities is to be conducted in the two viewpoints to keep basic development of the land in a practical manner: (1) the ideal and the reality, and (2) the plan and the results,

      Commencement of work of the children’s house called Main House

 (It is planned to gradually increase the number of children up to twenty from three until 2018 (cf. The present number is three.) For the buildings, all are going to be constructed until 2015 for approximately thirty-five million yen)

      Completion of Manual of Operation, which is the guideline for nurture of the residents in CFF Malaysia, with reinforcement of cooperation with Department of Human Service

Clarification of respective responsibility in the cooperative relationship with public administration and families or relatives of the received children

Accomplishment of obtaining the legally binding consent (The idea itself will be formed by the end of 2014; it will be implemented by 2016.)

      Evaluation and modification of the past activities based on the sustainable design, and planning the specific activities to be conducted in the latter five years

      Clarification of how to harmonize these two: (1) the department of sustainable design which focuses on the objective of CFF Malaysia, namely sound nurturing of the children, and (2) that of developing the youth through work camps

      Clarification of respective roles of CFF International (CFF Malaysia, CFF Japan and CFF Philippines) and how to cooperate with one another, and forming an alliance among the three

      Continuous development of the untouched land in work camps (expansion of ponds, maintenance of water system, pavement of the roads and the area of jungle

      Promotion of contribution to the surrounding communities and cooperation with them by conducting extradural work camps from 2018

      Establishment of child sponsor system

      Establishment of three kinds of training program from the following perspectives: (1) environmentally-sound agriculture, (2) education and welfare with the social model, and (3) cultivation of human resources on the job training (It is to be done with cooperation with administrative agencies in the community, churches and several companies, as well as consultation from Japan and some foreign countries.)

      Provision of the opportunities to work in a community with the resources of CFF Malaysia in the aspects of materials and human aside

What the two kinds of vectors express is that CFF Malaysia itself provides two sorts of opportunities: (1) to prepare for the future of the children by providing education and letting them acquire the social adaptively, and (2) to receive on-the-job training.
